基于状态空间模型的政产学研资协同创新四螺旋影响因素实证研究 总被引:1,自引:0,他引:1
在三螺旋理论框架下,搭建政府、产业、大学、研究机构和资本部门四螺旋模型,运用文献归纳法选取多元主体协同创新6类影响因素,以主体间协同程度测度结果为因变量基础,利用状态空间模型动态分析这些因素影响方向、大小和趋势。实证结果表明,中国经济因素表现为促进作用持续提升;中国技术市场规模和创新产业规模表现为先抑制后促进,且促进作用不断提升;中国产品市场需求和创新投入表现为抑制作用持续提升;中国创新产出在时间上表现为促进作用先提升后下降并最终稳定的状态。最后,提出不同政策建议,以促进中国政产学研资协同创新体系后续发展。 相似文献

The creation of the Asian Infrastructure Investment Bank (AIIB)was welcomed by the World Bank but opposed by the Obamaadministration. The paper explains China’s positive relationshipwith the Bank and the Organization for Economic Cooperation andDevelopment (OECD) in terms of the mission of the Bank, sharedby the OECD, to develop and deepen the global economy. The AIIBand the related Belt and Road initiative promise to do this throughinvestment in infrastructure and connectivity in and around thepoorly integrated Eurasian landmass. But while the current Chineseleadership has supported an inclusive global economy based uponfree trade and supported by multilateral institutions, China’s controlof resources outside the multilateral framework and adherence topractices that challenge liberal principles prompt suspicions thatthese commitments are either disingenuous or anyway subjectto reversal. We study the characteristics of all published papers in the top three finance journals (JF, JFE and RFS), and how these paper characteristics affect the number of citations in Google Scholar and the Web of Science database. First, we find the characteristics in the universalist perspective remain constant while the characteristics in the constructivist and presentation perspectives increase over time. Second, some characteristics are significantly different between the high-impact and the low-impact papers. Third, paper quality, research method, journal placement and paper age are the most important drivers. Last, different drivers play different roles in different journals. 相似文献

Denigration of academic experts and expertise, amid a resurgence of political populism, poses a challenge to the legitimacy of academic research. Addressing this challenge requires us to continually demonstrate the importance of basing policy interventions on reliable evidence, rather than unevidenced assertions that gain traction through communication echo chambers. However, unconscious confirmation biases in collection and analysis of evidence can impair the reliability of our research insights. A key source of such confirmation biases are unchallenged ideologies and other taken-for-granted assumptions underlying any research (sub)field. This essay argues that informal and formal peer review processes at many stages of research need to highlight and challenge both conscious selectivity bias and unconscious confirmation bias. However, they are unlikely to do so where researchers only take on board feedback from peers in the same (sub)field who share ideological commitments and taken-for-granted assumptions. In such circumstances, self-referential peer review echo chambers can develop that entrench rather than challenge weaknesses in a research (sub)field. Innovation clusters combining public and private effort to develop breakthrough technologies promise greater technological advances to slow down climate change. We use a multi-country model with an emission trading system to examine whether and how international climate policy can incentivize countries to create such innovation clusters. We find that a minimal carbon price is needed to attract applied research firms, but countries may nevertheless fail to invest in complementary research infrastructure. We construct a mechanism that leads to innovation clusters when emissions targets are set before uncertainty surrounding technological developments is resolved. It is a combination of low permit endowments for the country with the lowest costs to build the needed infrastructure, compensation for this country by profits from permit trade, and maximal possible permit endowments for the remaining countries. Funding for infrastructure projects recently shows that debt has a portion more than equity, triggering public debates. Therefore, leverage as an instrument to measure the ability and willingness of project sponsors to fund becomes the utmost importance to discuss. Relating to leverage, risk and government participation are two main factors that can explain the choice of funding decisions by the project sponsors. For this reason, this study would analyze the effect of risk and government participation on leverage through the two main sectors of infrastructure projects, namely the transportation sector and the energy sector, and derivating risk to political risk and financial risk. The objects of research were 976 infrastructure projects listed in the Asian Development Bank during 2007−2016. We use censored regression to examine the model by infrastructure sectors, both as individual and through interaction effects. The analysis showed that overall, leverage of infrastructure projects was rather influenced by financial risk than by political risk. However, the leverage of infrastructure projects in the transportation sector was more vulnerable to risk than that in other sectors. 相似文献
